    DES MOINES, Iowa (AP) - Residents of a north Des Moines
neighborhood that flooded in 2008 are packing up and leaving. The
Birdland neighborhood is at risk of flooding again, and a reservoir
upstream could overflow by next week.
    
     DES MOINES, Iowa (AP) - Members of a House-Senate conference
committee working on a measure to restrict the use of cell phones
by drivers say the final bill could be settled today. They've
outlined a measure that would ban all drivers from reading or
sending text messages and prohibit people under age 18 from any
cell phone use while driving.
    
     DES MOINES, Iowa (AP) - Governor Chet Culver is asking the
president of Interstate Power and Light to delay a temporary 10
percent electric rate increase for 525,000 Iowa customers. It takes
effect Saturday. The utility is expected to respond to the request
today.
    
     DES MOINES, Iowa (AP) - A murder trial in Des Moines has been
briefly delayed because a judge said music from nearby St.
Patrick's Day festivities was a distraction in his courtroom.
Travaris Chancellor of Chicago is accused of running down two women
with a car on July 4.
